[EN] INTERNATIONAL ORGANIZATION FOR MIGRATION - NEW DATA ON MIGRANT FATALITIES WORLDWIDE: ALMOST 40,000 SINCE 2000

Geneva - IOM released of “Fatal Journeys: Tracking Lives Lost During Migration,” the world’s most comprehensive tally to date of migrant fatalities across land and sea.
org.jahia.services.content.JCRValueWrapperImpl@36b5ab54
With a count surpassing 40,000 victims since 2000, IOM calls on all the world’s governments to address what it describes as “an epidemic of crime and victimization.”
“Our message is blunt: migrants are dying who need not,” said IOM Director General William Lacy Swing, “It is time to do more than count the number of victims. It is time to engage the world to stop this violence against desperate migrants.”
The research behind “Fatal Journeys,” which runs to over 200 pages, began with the October 2013 tragedy when over 400 migrants died in two shipwrecks near the Italian island of Lampedusa.
The report, compiled under IOM’s Missing Migrants Project, indicates Europe is the world’s most dangerous destination for “irregular” migration, costing the lives of over 3,000 migrants this year.

[EN] THE BERLIN WALL HAS BEEN REPLACED BY "FORTRESS EUROPE"

By Gianluca Mezzofiore

Berlin Wall

The dawn rises on another year's celebration of the tearing down of the Berlin Wall. As part of the 25th anniversary, German Chancellor Angela Merkel, who grew up in then East Germany, said the fall of the wall "showed us that dreams can come true".

"We can change things for the better," she said. "This is the message for... Ukraine, Iraq and other places where human rights are threatened".
Peter Gabriel sang a version of David Bowie's Heroes, and 8,000 helium balloons perched on poles to match the height of the wall and stretching for 15km, were released one by one by to the sky.
But the hangover should jog everyone's memory that new European walls have taken the place of the Berlin monolith, effectively cementing the borders of "Fortress Europe" against all unwanted migrants in the name of empty sentences like "security" and "internal protection".
"These phrases are reminiscent of those the GDR [German Democratic Republic] once used," points out Josefina Salomon on the blog of Amnesty International, the human rights organisation that battled for the release of more than 5,000 political prisoners in the GDR until 1989.
Fortress Europe is made of real walls, just like the 7.5 mile-fence in the city of Melilla that separates Spain from Morocco. Thousands of African immigrants living illegally in Morocco try to enter Spain's enclaves of Melilla and Ceuta each year, hoping to reach Europe. Spain's Interior Ministry said 2,000 migrants have made it across Melilla's border fences in roughly 60 attempts this year.
The irony is that the fence started as a simple 2.5 metres tall structure that was then reinforced year on year by Spanish authorities, as Europe steadily closed in on itself.
A picture which is all too obviously emblematic shows African asylum seekers stuck on the razor wire fence behind white-clad golfers teeing off on an immaculately manicured golf course.

The number of refugees and undocumented migrants who enter Greece through its eastern sea borders has skyrocketed over the past year, reports the Greek Office of the United Nations Refugee Agency (UNHCR) and calls for immediate assistance by the EU.
By the end of August, 22,089 people had entered the country through the eastern Aegean Sea this year, marking a dramatic increase of 223.22% compared to 2013. The situation is expected to aggravate even further, with 8,000 people having crossed the border in September alone.

Abstract.
This paper examines biopolitical control practices at the Greece–Turkey borders and addresses current debates in the study of borders and biopolitics. The Greek and Frontex authorities have established diverse surveillance mechanisms to control the borderzone space and to monitor, intercept, apprehend, and push back migrants or to block their passage. The location of contemporary borders has been much debated in the literature. This paper provides a nuanced understanding of borders by demonstrating that while borders are diffusing beyond and inside state territories, their practices and effects are concentrated at the edges of state territories—ie, borderzones. Borderzones are biopolitical spaces in which surveillance is most intense and migrants suffer the direct threat of injury and death. Applying biopolitics in the context of borderzones also prompts us to revisit the concept. While Foucault posits that biopolitics is the product of the historical transition away from sovereign powers controlling territory and imposing practices of death towards governmental powers managing population mainly through pastoral, productive, and deterritorialized techniques, the case of the Greece–Turkey borderzones demonstrates that biopolitics operates through sovereign territorial controls and surveillance, practices of death and exclusion, and suspension of rights. This study also highlights the fact that, despite the biopolitical realities, migrants continue to cross the borders.

An Inside Look at EU's Shameful Immigration Policy

3. Part: Greece-Turkey
Greece-Turkey

On Jan. 19, a boat carrying refugees capsized en route from Turkey to Greece and 12 people, women and children, drowned in plain view of the Greek coast guard. At least seven migrants died in a similar accident in the Aegean Sea in March, six in April and at least 22 in May.
Rana Fida, 42, steps onto the balcony of her refugee apartment on the Greek island of Lesbos. Looking out at the sea she crossed to get there, she says: "It's a miracle to be here."
Fida and her 12-year-old twins, Aya and Abdullah, tried three times to flee to Europe from Syria, using the land route through Turkey. Twice they were detained by Bulgarian security forces and sent back to Turkey and the third time Turkish police detained the family. On the fourth attempt, Fida risked her life and that of her children by boarding a trafficker's inflatable boat.
This is a direct consequence of Frontex's efforts to secure the borders. Until recently, refugees in the southeastern Mediterranean region were able to reach Europe by land. But then, in response to pressure from the EU, Greece sealed off its border with Turkey. In 2012, the Greek government applied the Melilla model and built a 10.5-kilometer border fence at the Evros River, deployed 1,800 additional police officers and opened new internment camps for migrants. In 2011 and 2012, Frontex invested about 37 million in Operation Poseidon to secure the Greek-Turkish border. A few kilometers to the north, Bulgaria, with EU support, has just completed a 30-kilometer metal fence along a section of the border.
The technical upgrades are all part of "effective border management," say officials at Frontex.
More and more refugees are now taking the sea route. At least 218 people died in the Aegean between August 2012 and July 2014. According to human rights organizations, the Greek coast guard forced some of them back into the open sea, where they drowned.

[EN] HUMAN RIGHTS ARE COLLAPSING AT THE EUROPEAN BORDERS

KyriakiKamenou
URBAN TIMES

European Union is spending more money to protect its borders in the Mediterranean sea rather than providing help, security and respect the human rights of the refugees and migrants.
Amnesty International’s latest report states that the EU is investing more money on surveillance technologies, security forces and detention centres, sending back refugees who are trying to escape from the nightmare of poverty and war in their countries. This is a failure to fulfil its obligation to protect their human rights or at least the most fundamental and basic such as the right to life. According to AI between 2007 and 2013 the EU spent nearly 2 billion euros to protect its external borders, but only 700 million euros to improve the situation for asylum-seekers and refugees.

Most of the refugees are coming from Syria
Since the civil war started in 2011 more than 2.8 million Syrians left their homes. By the end of April almost 1 million of them had reached Europe and sought asylum. Other high numbers of refugees who are reaching European borders, are coming from Eritrea, Afghanistan and Somalia.

At the Greek-Turkish border, the European Agency for controlling the external borders, Frontex, is taking part in a process that prevents refugees from benefitting from international protection. The latest report of the FRONTEXIT Campaign, “Frontex between Greece and Turkey: The Border of Denial”, underlines the dramatic consequences of the intensification of surveillance at that border (push-backs, lack of access to the asylum procedure, physical and verbal violence, etc.), and also the Agency’s lack of accountability.

On the basis of dozens of testimonies and numerous exchanges with Frontex, the report documents the serious Human Rights violations committed in this centre of gravity of the Agency’s operations. The Council of Europe, the European Union’s Agency for Fundamental Rights and the United Nations Special Rapporteur on the Human Rights of Migrants, as well as numerous civil society organisations have recently expressed their deep concern regarding the violations committed at that border.

EU migration policies put lives and rights at risk

In their determination to seal off their borders, the European Union and its member states are putting the lives and rights of refugees and migrants at risk, Amnesty International said in a new report published today.
The human cost of Fortress Europe: Human rights violations against migrants and refugees at Europe’s borders, shows how EU migration policies and border control practices are preventing refugees from accessing asylum in the EU and putting their lives at risk in the course of increasingly perilous journeys.

“The effectiveness of EU measures to stem the flow of irregular migrants and refugees is, at best, questionable. Meanwhile, the cost in human lives and misery is incalculable and is being paid by some of the world’s most vulnerable people,” said John Dalhuisen, Europe and Central Asia Programme Director at Amnesty International.

[EN] IN GREECE, A RIVER HOLDS TRAGEDY FOR MIGRANTS

For migrants fleeing war or poverty, the river crossing from Turkey to Greece has brought Europe close - perilously so.

Alexandroupolis, Greece - Were it not for a white dusting of frost on her cheeks, she would look like she was sleeping. The photograph on the doctor's computer screen shows a young woman, no more than 30 years old, her afro hair in short plaits that fan out on the medical examiner's table.

Reaching across his computer, Dr Pavlos Pavlidis takes an envelope out of a drawer and empties the contents onto his desk: a metal bracelet, one ear stud, a leather tag. They were the only possessions she had with her when she froze to death in a field in northern Greece, near the border with Turkey, one night in December 2012.

Somewhere in the world - the Democratic
Republic of Congo, say, or Eritrea, or maybe Sweden or elsewhere in Greece - there are people who know her name, where she came from and where she was trying to get to. But to Pavlidis, the forensic physician at Alexandroupolis' general hospital, she is known by a numbered code, plus the date her body was found. The code goes on her body bag, her DNA sample sent to the International Red Cross - and, in the unlikely event that a relative comes to claim them, on the envelope containing her possessions.
