Whether fleeing from conflict, persecution or simply looking for a better life, Europe has faced a a flood of immigrants trying to break through its borders. There has been a recent influx in the numbers of Sub-Saharan migrants coming into the Spanish enclave of Melilla – a 50 percent influx from 2013. Similarly to the border control between the United States and Mexico, Spain has constructed several fences to deter immigrants as well as strict border controls. The risks of coming over are high. Many migrants incur injuries along the way either from Moroccan guards beating them or the perils of jumping the fence. Many others fail to get across at all.

[EN] SYRIAN REFUGEES FACE CHILLY RECEPTION IN BULGARIA

Thousands of fleeing Syrians are being held in dilapidated refugee camps while right-wingers demand their expulsion and the authorities build a huge border fence to keep new asylum-seekers out.

Visiting the Voenna Rampa refugee camp, on the outskirts of Sofia, is not for the faint-hearted. The place is overcrowded, there is no hot water at the moment, and medical care is scarcely available for the hundreds of people who are packed into the camp.

They are Syrian refugees, including women and children, who have entered Bulgaria and thus the EU by crossing the Turkish border illegally.

“We live six families to one room, separating out private spaces inside with sheets. Everything around is dirty and we lack fresh water, while the heating is not working properly. This is hard to handle,” said one of the refugees, a young man called Ravan.

MELILLA, Spain — It is easy to pick out the new arrivals at the shelter for immigrants here on this tiny patch of Spain in North Africa. One man limps by on crutches with a plaster cast on his ankle. Another has a bandaged arm in a sling. AbbdolCisse, 19, had stitches on his face.

“The police in Morocco were throwing stones at us, at our heads,” Mr. Cisse said recently, explaining his injuries. “They had metal bars, and they hit our legs while we were climbing.”

Ten years ago Spain spent more than 30 million euros building up the barriers around Melilla and Ceuta, its two enclaves surrounded by Morocco on the northern coast of Africa, which offer the only land borders between the promise of Europe and the despair of Africa. And for a while the investment seemed to work.

LONDON (Thomson Reuters Foundation) - A survivor of a migrant boat tragedy in which a dozen people are thought to have drowned in Greek waters has given a harrowing account of last week’s disaster in which he saw his wife and four children perish as their boat sank while being towed by the coast guard.

Safi Ehsanullah said when he asked for help to save his children, one of the coast guards pointed a gun at him, according to an interview on the Greek news website Pandora’s Box. He also said coast guards beat back desperate migrants trying to scramble from their sinking vessel onto the guards’ boat.

Refugees fleeing war and repression in Africa, Asia and the Middle East are flooding into economically depressed southern Europe, where they are being met with an increasingly harsh reception. 

The journey from one torment to another ends here, in a damp basement lit by a single faint globe. The boy has fallen asleep on a threadbare couch, exhausted after a long day scavenging in garbage bins. His sisters sit silently as their parents talk. There is no food, no money, no hope.

Most refugees have a terrible struggle to survive … Many are drowning or suffocating in trucks trying to get from Greece to other parts of Europe.

[EN] UNHCR-STATEMENT ON BOAT INCIDENT OFF GREECE COATS

UNHCR is dismayed to have learned of a boat cap-sizing off the coast of Greece in the early hours of this morning, which has left a woman and a child dead and 10 other people missing, among them infants and children.
According to accounts from some of the 16 survivors and Greek Coast Guard, the vessel was carrying 26 Afghans and two Syrians. It was intercepted in the southern Aegean Sea shortly after midnight following a mechanical breakdown and while apparently en route from Turkey to Greece. The boat, with all 28 passengers still aboard, was being towed by a Coast Guard vessel when it capsized. The survivors, now on the island of Leros, told UNHCR they were being towed in the direction of Turkey at the time of the accident.

[EN] TWO DEAD, 10 MISSING DURING ALLEGED PUSH-BACK OPERATION OFF GREEK ISLAND

A top European human rights official has criticised Greece following a deadly boat accident.
A fishing boat crammed with migrants capsized near Farmakonisi, a tiny Greek island in the Aegean Sea near Turkey.
The boat was being towed by a coast guard vessel. The bodies of a woman and an 11-year-old boy were found. A further 10 people were missing, among them infants and children.
The UN Refugee Agency (UNHCR) issued a statement saying it is “dismayed” to have learned of the tragedy.
The survivors, now on the island of Leros, told UNHCR they were being towed in the direction of Turkey at the time of the accident.

Ένα ταξίδι από την Αθήνα στην ακριτική Ορεστιάδα. Η ανταποκρίτρια της βρετανικής εφημερίδας, «The Guardian» Helena Smith, άφησε την πρωτεύουσα με αφορμή μια μυστηριώδη και ανεξιχνίαστη μέχρι στιγμής εξαφάνιση.

Συνέβη σ’ ένα μικρό ακριτικό χωριό, το Πραγγί, όπου κατέληξαν μετά από ένα δύσκολο ταξίδι 150 Σύριοι μετανάστες, ανάμεσά τους εγκυμονούσες, γυναίκες και παιδιά. Ένα γεγονός που δε μπορεί να περάσει απαρατήρητο. Πόσω μάλλον το γεγονός ότι μετά την άφιξη της ελληνικής αστυνομίας στην περιοχή, όλοι αυτοί οι μετανάστες εξαφανίστηκαν. Κάποιοι είχαν μαζευτεί στην αυλή της εκκλησίας, κάποιοι άλλοι είχαν κουλουριαστεί ανάμεσα στα δέντρα του δάσους. «Έκτοτε, χάσαμε τα ίχνη τους. Απλά εξαφανίστηκαν. Έχουμε την πεποίθηση ότι “σπρώχτηκαν” από τα σύνορα πίσω στην Τουρκία», λέει ο Βασίλης Παπαδόπουλος στην Helena Smith, δικηγόρος που υπερασπίζεται τα δικαιώματα των μεταναστών και των προσφύγων.

Φαίνεται, όμως, πως η Ελλάδα έχει ξεσηκώσει μία γενικότερη ανησυχία στην Ευρωπαϊκή Ένωση ως προς τις τακτικές που ακολουθεί για να κρατήσει τους μετανάστες μακριά. Παραβαίνοντας τις διεθνείς-υπογεγραμμένες από την Αθήνα- συμβάσεις, η Ακτοφυλακή και η Αστυνομία επιδίδονται σε μια συντονισμένη προσπάθεια ν’ ανακάμψουν την πορεία των μεταναστών στην Ευρώπη μέσω της Ελλάδας.

Not much happens in Praggi. So when 150 Syrian refugees arrived in the village, high in the flatlands of far-flung north-eastern Greece, it was not something residents were likely to forget.

Some of the Syrians were huddled against the biting cold in the courtyard of the church; others had congregated beneath the trees of a nearby forest. All had made the treacherous journey from Turkey – crossing the fast-flowing waters of the Evros river – in a bid to flee their country's war. Then came the white police vans and the Syrian men, women and children were gone.

"Ever since we have lost all trace of them," said Vasillis Papadopoulos, a lawyer who defends the rights of migrants and refugees. "They just disappeared. Our firm belief is that they were pushed back into Turkey."

Activists, lawyers, human rights groups, opposition MPs, immigration experts and international officials are becoming increasingly concerned about the heavy-handed tactics Greek authorities use to keep immigrants away.

On 25. November 2013 the Five-Member Naval Court of Piraeus found two out of three accused coast guards guilty for having committed acts of torture against an asylum seeker, including restricting the victim's breathing so as to simulate drowning and suffocation ('wet and dry submarino'), carrying out mock execution, as well as other serious attacks on human dignity, immediately after the victim's entry into Greece and during his transfer with other asylum-seekers to the Port of Chios. The above-mentioned incident was first documented in the report entitled “The truth may be bitter but it must be told – The Situation of Refugees in the Aegean and the Practices of the Greek Coast Guard” by the Group of Lawyers for the Rights of Refugees and Migrants and the NGO Pro-Asyl, which was published in 2007 and has attracted extensive publicity ever since.

Χθες το Πενταμελές Ναυτοδικείο Πειραιά καταδίκασε δύο εκ των τριών κατηγορουμένων λιμενικών που κατηγορούνταν για βασανιστήρια μέσω των μεθόδων του αποκλεισμού της αναπνοής έως τα όρια του πνιγμού και της ασφυξίας (υγρό και στεγνό υποβρύχιο) και της εικονικής εκτέλεσης, καθώς και άλλες βαρύτατες προσβολές ανθρώπινης αξιοπρέπειας σε βάρος ενός πρόσφυγα, αμέσως μετά την είσοδό του στην Ελλάδα και κατά τη μεταφορά ομάδας προσφύγων στο λιμάνι της Χίου. Το περιστατικό έχει καταγραφεί στην έκθεση της Ομάδας Δικηγόρων για τα Δικαιώματα Προσφύγων και Μεταναστών και της οργάνωσης Proasyl «Η αλήθεια μπορεί να είναι πικρή, αλλά θα πρέπει να ειπωθεί – Η κατάσταση των προσφύγων στην περιοχή του Αιγαίου και οι πρακτικές του Ελληνικού Λιμενικού Σώματος», που είχε δημοσιοποιηθεί το 2007 και είχε λάβει μεγάλη δημοσιότητα.

Για το θέμα της καταγγελθείσας επαναπροώθησης των 150 Σύριων, ο Αστυνομικός Διευθυντής Ορεστιάδας, Πασχάλης Συριτούδης, δήλωσε στις 23-11-13 στους εκπροσώπους της ομάδας πολιτών που του επέδωσαν το κείμενο-διαμαρτυρία για το περιστατικό, ότι όντως η Αστυνομία δέχθηκε κλήση εκείνη την ημέρα για την παρουσία μεταναστών στο Πραγγί και αστυνομικοί μετέβησαν στο σημείο. Σύμφωνα, πάντα, με όσα υποστήριξε ο κ. Συριτούδης, εντοπίστηκαν 13 άτομα τα οποία μεταφέρθηκαν με το λευκό όχημα (κλούβα) στο Ισαάκιο, όπου παρέμειναν για δύο ημέρες και στη συνέχεια μεταφέρθηκαν στο Κέντρο Μεταναστών του Φυλακίου. Σχετικά με τις καταγγελίες κατοίκων του χωριού, που έκαναν λόγο για την παρουσία περίπου 80 ατόμων στην αυλή της εκκλησίας και άλλων τόσων σε κοντινή στο χωριό δασική έκταση, ο Αστυνομικός Διευθυντής Ορεστιάδας εξέφρασε την αμφιβολία του, σημειώνοντας πως στο πλαίσιο Ένορκης Διοικητικής Εξέτασης (Ε. Δ. Ε.) που έχει διαταχθεί για τη διερεύνηση της υπόθεσης, θα ληφθούν και καταθέσεις των κατοίκων για να διαφωτιστεί το στοιχείο που αφορά τον αριθμό ατόμων της ομάδας προσφύγων.

Το τελευταίο χρονικό διάστημα αυξάνονται συνεχώς οι καταγγελίες διεθνών και ελληνικών ανθρωπιστικών οργανώσεων και οργανώσεων για τους πρόσφυγες, που αφορούν παράνομες επαναπροωθήσεις προσφύγων (push backs), κυρίως Συρίων, τόσο από τα θαλάσσια, όσο και τα χερσαία σύνορα της Ελλάδας, στον Έβρο. Κάνουν λόγο, μάλιστα, για μόνιμη τακτική και πρακτική που εμποδίζει τους πρόσφυγες πολέμου από τη Συρία, να έχουν πρόσβαση σε διεθνή προστασία και να αιτηθούν άσυλο.

Στις 12 Νοεμβρίου 2013 εντοπίστηκε στο χωριό Πραγγί του δήμου Διδυμοτείχου ομάδα 150 περίπου προσφύγων από τη Συρία (μια στο προαύλιο της εκκλησίας και μια σε κοντινό αλσύλιο), την οποία φέρεται να συνέλαβε και να απομάκρυνε η αστυνομία. Από τότε αγνοείται η τύχη των ανθρώπων αυτών, μεταξύ των οποίων (σύμφωνα με μαρτυρίες) περιλαμβάνονταν και οικογένειες με παιδιά. Παρότι η ΕΛ. ΑΣ αρνείται το περιστατικό, υπάρχουν μαρτυρίες ντόπιων και φωτογραφικά ευρήματα που το επιβεβαιώνουν, ενώ στο περιστατικό αναφέρθηκαν με σχετικές ανακοινώσεις τους η Ύπατη Αρμοστεία του ΟΗΕ για τους Πρόσφυγες, και άλλες οργανώσεις. Σύμφωνα με την “Εφημερίδα των Συντακτών” (21 Νοεμβρίου 2013), οι 134 από τους 150 Σύριοι πρόσφυγες εντοπίστηκαν στην Τουρκία. Στο ίδιο ρεπορτάζ φιλοξενούνται δηλώσεις 34χρονου Σύριου, που υποστηρίζει πως οι πρόσφυγες επαναπροωθήθηκαν στην Τουρκία, ενώ κάποιοι από αυτούς ξυλοκοπήθηκαν και υπέστησαν αστυνομική βία.

 Συγκέντρωση- διαμαρτυρία πραγματοποίησαν στις 12 το μεσημέρι του Σαββάτου (23-11-13), έξω από το κτίριο της Αστυνομικής Διεύθυνσης Ορεστιάδας, πολίτες της Νέας Ορεστιάδας, με την οποία ζητούσαν επίσημη ενημέρωση από την Ελληνική Αστυνομία για την τύχη των 150 Σύριων προσφύγων, που φέρεται να είχαν εντοπιστεί στο Πραγγί Διδυμοτείχου, στις 12 Νοεμβρίου. Καταγγελίες αναφέρουν πως μετά τη σύλληψή τους από αστυνομικούς, επαναπροωθήθηκαν στην Τουρκία.

Οι πολίτες εξέφρασαν την αντίθεσή τους στις παράνομες επαναπροωθήσεις προσφύγων- μεταναστών, ζητώντας να σταματήσουν οι “άτυπες αναγκαστικές επιστροφές” αλλά και να υπάρχει σεβασμός στη νομιμότητα και τα ανθρώπινα δικαιώματα.

The systematic and extended application of the illegal practice of readmissions has been registered in a series of reports by international organisms and organizations in the last years.
